The U.S. Mission in Phnom Penh is seeking eligible and qualified applicants for the position of Human Resources Specialist for the Human Resources Office, Department of State.

The incumbent serves as the principal advisor to the Human Resources Officer (HRO) on managing U.S. Direct Hire (USDH) human resources services for 100 USDH employees and 650 locally employed staff. S/he serves as Contracting Officer Representative (COR) for the health insurance program. S/he reports to the HRO, supervises five LE Staff Human Resources positions, and indirectly supervises four LE Staff Human Resources positions in the Human Resources Office.

Salary: The annual salary range for this position is USD 20,428 - 31,360 per annum.
Required Qualifications
• EDUCATION: Bachelor’s degree in Business Administration or Human Resources Management is required.

• EXPERIENCE:
Full Performance Level: Five years of progressively responsible experience in the field of human resources administration with two years of previous supervisory experience is required.
Training Level: Five years of progressively responsible experience in the field of human resources administration with one year of previous supervisory experience is required.

• LANGUAGE: Level IV (Fluent) Speaking/Reading/Writing of English and Khmer are required. (This will be tested.)

• SKILLS AND ABILITIES: Excellent managerial and leadership skills. Must possess very good writing and verbal skills necessary to discuss complex issues and to prepare comprehensive written reports and recommendations on both general matters as well as on controversial problems and issues. Must possess a high degree of analytical ability and interpersonal skills.

• JOB KNOWLEDGE: Excellent knowledge of applicable local law and local social security law as well as prevailing practices and customs as they apply to compensation, and all other aspects of human resources management.
